The Government cannot use Castle
Cement's Clitheroe works as disposal for farm plastics etc, though it is in
effect a fully designated Government Disease Disposal site for existing stocks
of F & M meal, and as a disposal site for any renewed Foot and Mouth
campaign they might start. The Planning permission was for 50,000 tonnes
p.a, but the Environment Agency has permitted twice that--100,000 tonnes
of MBM / Meat and Bone Meal.
This is despite tha fact that no tests were
carried out to identify phosphates in any emissions. The meal
contains 7% phosphates, and it must be taken out halfway through the kiln
system, as it weakens the cement product ( The Paris Airport terminal collapse
is tumoured to have been caused due to animal waste as fuel in that
cement.)
The Environment Agency treated this halfway removal
site (By-Pass Dust) as being the same thing as the separate collection point
before release via the stack. (Cement kiln dust)
Hence no change. In fact the Environment Agency has
allowed Castle Cement to experiment in leaching out the phosphates from
the By-Pass Dust, to return the solid back to the kiln, and dispose of the
leachate down the sewer!

..a capacity has just been added to the Government's disposal armoury, which
should avoid some of the carcasses lying around just as long next time.-- and is
ready for the bird flu carcase disposal now as well.
